Um...

The graphics are rough and torn on the edges, there's no LAYOUT elements (just a big empty white page), the floating JAVA menu obscures some of the content, there's no space between the menu and the text.... the whole thing looks amateur and is poorly done.

It's just a BAD looking site. Just because someone can use Front Page doesn't mean they're a web designer.

Seriously... there's NO excuse for the "Jimmy Buffett's Radio Margaritaville" to look as horrible as it does.
